Zimbabwe's copyright collection system has come under intense scrutiny due to widespread complaints from business operators who claim they are being harassed and intimidated by rights collection agencies. Two separate institutions, the Zimbabwe Music Rights Association (ZIMURA) and the Zimbabwe Council of Copyright Owners (ZICCO), are collecting music royalties, causing confusion among businesses. Both organizations claim to represent musical works and are demanding license fees from the same businesses, often presenting official-looking documents and, in some cases, accompanied by police officers.


The situation has become increasingly chaotic, with businesses across the country reporting that collectors are using aggressive tactics to enforce their demands. Many business owners are uncertain about their legal obligations, fearing repercussions if they fail to comply. The Reprographic Rights Organization of Zimbabwe (RROZ) has further complicated the issue, demanding license fees ranging from US$200 to as much as US$8,000 from tailors and businesses operating embroidery machines, printers, and photocopiers. This has added to the uncertainty, with many businesses calling for government intervention to regulate the system and protect them from alleged abuse.

The government has a crucial role to play in resolving this issue. By establishing clear guidelines and regulations, it can help to restore order within the copyright collection framework and ensure that businesses are treated fairly. The recent intervention by the Ministry of Justice, Legal and Parliamentary Affairs, instructing ZIMURA to suspend its controversial licensing tariffs for cover bands, is a step in the right direction. However, more needs to be done to address the underlying issues and provide clarity for businesses.
