His Excellency, the President of the Republic of Zimbabwe, Cde Dr Emmerson Dambudzo Mnangagwa, honoured top-performing Cabinet ministers under the government's performance-based contracting programme on 16 March 2026.
The performance-based contracting system was implemented in 2021 and designed to ensure accountability and measurable results in line with Vision 2030, Zimbabwe's blueprint for achieving an upper-middle-income economy.
In a demonstration of women's leadership excellence, the top award went to the Honourable Minister of Tourism and Hospitality Industry, Barbara Rwodzi, who was recognised for revitalising Zimbabwe's tourism sector, boosting international arrivals, securing global awards, and enhancing the country's competitiveness in Africa.
The Honourable Minister of Lands, Agriculture, Fisheries, Water and Rural Development, Anxious Masuka, was honoured for strengthening food security, expanding irrigation infrastructure, improving productivity, and supporting rural livelihoods.
The Honourable Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, was recognised as the second runner-up for leading judicial and legal reforms that improved access to justice, strengthened parliamentary processes, and boosted investor confidence—moves that underpin political stability and economic growth.
Deputy ministers, permanent secretaries, and provincial affairs officials were also celebrated for performance improvements, with notable progress reported in the ministries of Finance, Economic Development and Investment Promotion; ICT; Energy; and Youth Empowerment, reflecting a whole-of-government approach.
The performance-based contracting programme links ministerial objectives to Vision 2030 by promoting accountability, efficiency, and results-driven governance. It ensures that development in tourism, agriculture, and governance translates into real-world outcomes that support economic growth, job creation, and investment.
The programme reflects a modern developmental state model, where leadership monitors, evaluates, and rewards performance to drive national development. By publicly celebrating excellence, the government motivates officials and signals to citizens and investors that Zimbabwe is committed to tangible results aimed at ensuring that the general populace enjoys living standards commensurate with the twenty-first century.
As the nation continues its development journey, the programme is expected to enhance productivity, improve service delivery, and accelerate progress toward upper-middle-income economy status, demonstrating the government's commitment to forward-looking, accountable, and results-oriented governance.
