HARARE – The Constitutional Amendment No. 3 Bill (CAB 3) has cleared Parliament after the National Assembly adopted Senate amendments on Tuesday, paving the way for Presidential assent.
The National Assembly voted 226 in favour and 41 against the amended Bill during an extraordinary sitting. The vote followed last week’s Senate approval, where 75 Senators backed the Bill and four opposed it.
Earlier in the day, the National Assembly had recommitted the Bill to committee stage to consider amendments proposed by the Senate. Clauses 3, 4 and 11 sparked debate in the House before the amendments were adopted.
Minister of Justice, Legal and Parliamentary Affairs, Honourable Ziyambi Ziyambi, told MPs the Senate’s changes were meant to “refine the legislation.” He made the clarification during Tuesday’s sitting before Members of Parliament proceeded to cast their votes.
With both Houses now having passed the Bill, it will be transmitted to President Dr Emmerson Mnangagwa for assent.
Once signed into law, CAB 3 will become the latest amendment to Zimbabwe’s Constitution.
